<p class="wp-block-paragraph">The Asia Zero Emission Community (AZEC), Japan’s regional cooperation platforms for energy transition and industrial decarbonization in Asia, brings together governments, public agencies, and private-sector entities (See our <a href="https://climateintegrate.org/archives/9352" target="_blank" rel="noreferrer noopener">What&#8217;s AZEC?</a> report and <a href="https://climateintegrate.org/archives/10824" target="_blank" rel="noreferrer noopener">What&#8217;s New in AZEC?</a> insight for more details). </p>



<p class="wp-block-paragraph">As the number of AZEC Memorandums of Understanding (MoUs) has grown to several hundred, the central question is no longer only how many agreements have been signed, but what progress has been made on the projects under these agreements.  </p>



<p class="wp-block-paragraph">This Insight examines the progress of projects under the AZEC MoUs agreed by the end of 2024, based on publicly available information*. While facing challenges in collecting information on all projects, we classified the projects according to their stage of development to understand the status of the implementation of AZEC to date. We also examined the challenges in assessing AZEC’s contribution to decarbonization in Asia.  </p>



<p class="wp-block-paragraph" style="font-size:15px">*Publicly available information refers to sources such as government documents, AZEC Progress Reports issued by ERIA (Economic Research Institute for ASEAN and East Asia) and METI (Ministry of Economy, Trade and Industry) materials, company press releases, project websites, and other publicly accessible sources.</p>



<h2 class="wp-block-heading"><strong>Methodology</strong></h2>



<p class="wp-block-paragraph">Among the AZEC MoUs agreed up to now, we target a total of 217 MoUs agreed in 2023 and 2024. MoUs in 2025 or later are excluded from the analysis in order to focus on projects that have had sufficient time for follow-up progress to be reflected. </p>



<p class="wp-block-paragraph">Out of 217 MoU projects, the information to confirm the status of 139 projects could be found through publicly available information. The remaining 78 projects, about 35% of the total, could not be assessed due to the lack of publicly available information and were thus excluded from this analysis.  </p>



<p class="wp-block-paragraph">Accordingly, this analysis examines the status of 139 projects. It should be noted that even where project status could be confirmed, important information such as project timelines, financing status, expected emissions impact, and alignment with partner countries’ energy transition strategies often remain unavailable or outdated. </p>



<p class="wp-block-paragraph">The status of each project is classified into five stages, based on our own definition at Climate Integrate. The five stages are defined as follows: </p>



<h4 class="wp-block-heading"><strong>Stage 0: Agreement</strong></h4>



<p class="wp-block-paragraph">An MoU, agreement, partnership, roadmap, capacity-building activity, or general cooperation framework has been announced, but no specific project development has occurred yet. </p>



<h4 class="wp-block-heading"><strong><strong>Stage 1: Research / Planning</strong></strong></h4>



<p class="wp-block-paragraph">The project has moved into feasibility study, research, FEED (Front End Engineering Design), detailed design, pilot, demonstration, technical testing, or other preparatory activity. </p>



<h4 class="wp-block-heading"><strong><strong>Stage 2: Development</strong></strong></h4>



<p class="wp-block-paragraph">FID (Final Investment Decision), procurement, construction, installation, or another implementation-related milestone has been confirmed.</p>



<h4 class="wp-block-heading"><strong><strong>Stage 3: Operation</strong></strong></h4>



<p class="wp-block-paragraph">The project, facility, service, program, or activity is operating, commercialized, delivered, or in active use.</p>



<h4 class="wp-block-heading"><strong><strong><strong>Stage 4: Others</strong></strong></strong></h4>



<p class="wp-block-paragraph">The project is relevant to AZEC but does not clearly fit the main project development stages above. </p>



<h2 class="wp-block-heading"><strong>Current Status of AZEC MoU Projects</strong> </h2>



<p class="wp-block-paragraph">While underscoring the limits of the information available, we analyzed the status of the 139 MoU projects as below.  </p>



<p class="wp-block-paragraph">Among the 139 MoU projects, the largest share (67%) is at Stage 1 (Research / Planning), followed by Stage 0 (Agreement) (14%) and Stage 2 (Development) (11%). This indicates that most projects remain in the early stages of progress (Figure 1). </p>

<p class="wp-block-paragraph">Across cooperation areas, Hydrogen and Ammonia accounts for the largest number of projects, concentrated at Stage 1 (Research / Planning). In contrast, Renewable Energy and Biomass/Biofuel have a higher share of projects that have progressed to Stage 2 (Development) and Stage 3 (Operation) (Figure 2).  </p>

<p class="wp-block-paragraph">The country-specific breakdown of MoUs shows that Indonesia has by far the largest number of projects in progress, followed by Vietnam, Thailand, Malaysia, and Australia (Figure 3). This distribution is consistent with the broader AZEC MoU landscape, where Indonesia has been the most active partner and where large state-linked energy and utility actors are central to implementation.  </p>

<h2 class="wp-block-heading"><strong>Conclusion</strong></h2>



<p class="wp-block-paragraph">This analysis examined the progress of AZEC MoU projects based on publicly available information. Among the 217 MoUs agreed by the end of 2024, the status of 139 projects could be identified. However, we could not find any information to identify the status of the rest of 78 projects, about 35% of the total. </p>



<p class="wp-block-paragraph">Among 139 projects, we found</p>



<ul class="wp-block-list">
<li>67% are at Stage 1 (Research / Planning),<strong> </strong>followed by Stage 0 (Agreement) (14%), suggesting that most AZEC MoU projects with available progress information are still at an early stage. </li>



<li>18% of projects have progressed to Stage 2 (Development) or Stage 3 (Operation), demonstrating that a subset of MoUs have moved beyond planning into tangible project progress. </li>



<li>Hydrogen and Ammonia accounts for the largest number of projects with confirmed status, concentrated at Stage 1 (Research / Planning). </li>



<li>Renewable Energy<strong> </strong>and Biomass/Biofuel show relatively stronger progress to Stage 2 (Development) or beyond, including projects that have reached operation. </li>
</ul>



<p class="wp-block-paragraph">However, even for these 139 projects, we could not confirm the details of the projects, such as project timelines, financing status, expected emissions impact, and alignment with partner countries’ energy transition strategies. </p>



<p class="wp-block-paragraph">These findings underscore the importance of enhancing transparency in tracking AZEC projects. As AZEC is a Japanese government-led initiative supported by public funding, and some of the projects may be connected to a credit and offset program for Japanese companies to meet their own targets under the Japan’s emissions trading system (GX-ETS), it is important to be accessible to up-to-date information on how projects are progressing, what stage they have reached, and how they contribute to partner countries&#8217; decarbonization pathways.  </p>



<p class="wp-block-paragraph">Developing a publicly accessible platform providing regular updates on project-level information would enable all involved partner countries and their stakeholders to better understand the implementation and outcomes of AZEC projects and receive benefit from them. Such transparency will also provide a stronger basis for Japan’s contribution to Asia&#8217;s decarbonization. </p>

<h2 class="wp-block-heading">はじめに</h2>



<p class="wp-block-paragraph">「アジア・ゼロエミッション共同体」（Asia Zero Emission&nbsp;Community：AZEC）は、アジアにおけるエネルギー転換と産業の脱炭素化のために日本が主導する地域間協力の枠組みです。各国政府、公的機関、民間セクターが連携し、さまざまな事業を推進しています（詳細はレポート「<a href="https://climateintegrate.org/archives/9289" target="_blank" rel="noreferrer noopener">What’s AZEC?</a>」、インサイト「<a href="https://climateintegrate.org/archives/10818" target="_blank" rel="noreferrer noopener">What’s New in AZEC？2025年の進捗とポイント</a>」をご参照ください）。&nbsp;</p>



<p class="wp-block-paragraph">AZECの覚書案件（Memorandum&nbsp;of&nbsp;Understanding：MoU）が数百件へと拡大するなか、案件数だけではなく、それらの事業がどの程度進展し、アジアの脱炭素化にどのように貢献しているのかが注目されます。&nbsp;</p>



<p class="wp-block-paragraph">本インサイトでは、公表情報*に基づき、2024年末までに締結されたAZECの覚書案件のもとで進められている各事業の進捗状況を検証しています。公表情報の調査と進捗段階別の分類を通じて、AZECの実施状況の把握を試みるとともに、アジアの脱炭素化への貢献を評価する上での課題を明らかにしています。&nbsp;</p>



<p class="wp-block-paragraph" style="font-size:15px">*公表情報とは、政府文書、ERIA（東アジア・アセアン経済研究センター）が発行するAZEC Progress Report、経済産業省による資料、企業のプレスリリース、事業のウェブサイト、その他の閲覧可能な情報源を指します。 </p>



<h2 class="wp-block-heading"><strong>分析方法</strong></h2>



<p class="wp-block-paragraph">本インサイトは、2023年および2024年に合意された計217件の覚書案件を対象としています。今回の分析では、公表情報をもとに進捗状況を把握するため、覚書締結から一定の時間が経過している事業に焦点を当て、2025年以降の覚書案件は対象から除外しました。&nbsp;</p>



<p class="wp-block-paragraph">調査の結果、217件の覚書案件のうち、139件について進捗状況が確認できました。一方、約35％にあたる78件については、進捗状況に関する情報を確認することができませんでした。そのため本分析では、78件は対象には含めず、139件について分析しています。なお、進捗状況を確認できた案件についても、事業スケジュール、資金調達状況、想定される排出削減効果、相手国のエネルギー転換戦略との整合性などの重要な情報の多くは、公表情報では入手できないか、更新されていないままであるため、把握できる範囲での分析となっています。&nbsp;</p>



<p class="wp-block-paragraph">分析対象とした139件は、Climate Integrateが独自に定義した以下の5つのステージに分類しました。</p>

<p class="wp-block-paragraph">以下、139件の覚書案件について、進捗状況の分析結果を示しています。&nbsp;</p>



<p class="wp-block-paragraph">ステージ別の内訳では、ステージ1（調査・計画）が最も多く（67%）、次いで、ステージ0（合意）が14%、ステージ2（事業化）が11%を占めています。このことは、ほとんどのAZECの覚書案件が、依然として初期段階にあることを示しています（図1）。&nbsp;</p>

<p class="wp-block-paragraph">協力分野別の進捗状況を見ると、最も案件数の多い「水素・アンモニア」分野は、多くの事業がステージ1（調査・計画）となっている一方で、「再エネ」「バイオマス・バイオ燃料」分野では、ステージ2（事業化）やステージ3（運用）に進んでいる事業の割合が高くなっています（図2）。 </p>

<p class="wp-block-paragraph">参加国別では、進捗を確認できた案件数はインドネシアが最も多く、ベトナム、タイ、マレーシア、オーストラリアが続いています（図3）。この傾向は、インドネシアがAZECにおける最も活発な協力相手国であることや、政府が関与するエネルギー・公益事業関連企業が中心的に事業を推進しているという、AZECの覚書案件全体の状況と一致しています。 </p>

<p class="wp-block-paragraph">本分析では、公表情報に基づき、2024年末までに合意されたAZECの覚書案件の進捗状況を検証しました。計217件の覚書案件のうち、約35％にあたる78件については、公表情報から進捗状況を確認できなかった一方、139件の事業については、以下の進捗状況が確認されました。 </p>



<ul class="wp-block-list">
<li>67%がステージ1（調査・計画）、14%がステージ0（合意）の段階にあり、情報が確認できるAZECの覚書案件の大半が、依然として初期段階にあることがうかがえます。 </li>



<li>18%がステージ2（事業化）またはステージ3（運用）まで進展しており、一部の事業は計画段階を超え、具体的な進展につながっていることを示しています。 </li>



<li>「水素・アンモニア」分野は、進捗を確認できた事業の中で最も案件数が多く、特にステージ１（調査・計画）が多くなっています。 </li>



<li>「再エネ」「バイオマス・バイオ燃料」分野の事業は、ステージ２（事業化）以降への進捗が比較的進んでおり、運用段階に至った事業も含まれています。 </li>
</ul>



<p class="wp-block-paragraph">しかし、上記139件の事業においても、事業スケジュール、資金調達状況、想定される排出削減効果、相手国のエネルギー転換戦略との整合性といった事業の詳細を確認することはできませんでした。&nbsp;</p>



<p class="wp-block-paragraph">この結果は、AZEC事業の進捗を追跡する上で、透明性の向上が重要であることを示しています。AZECは公的資金の支援により日本政府が主導するイニシアティブです。このうちのいくつかの事業は、日本の排出量取引制度（GX-ETS）のもとで、日本企業が自らの目標達成のためにオフセット・クレジットとして用いられる可能性もあります。そのため、各事業がどのように進展しているのか、相手国の脱炭素化の道筋にどのように貢献しているのかについて、詳細かつ最新の情報にアクセスできることが重要です。&nbsp;</p>



<p class="wp-block-paragraph">事業の進捗情報を定期的に更新し、だれもが閲覧できる仕組みが整備されれば、すべての参加国やその関係者がAZEC事業の実施状況と成果への理解をより深め、その恩恵を受けることが可能になります。このような透明性の確保は、日本によるアジアの脱炭素化への貢献を図る上でも、より確かな基盤となります。&nbsp;</p>

<h2 class="wp-block-heading">1. はじめに：排出枠の割当ての重要性</h2>



<p class="wp-block-paragraph">日本の排出量取引制度（GX-ETS）は、自主的な第1フェーズを経て、2026年4月から対象企業に参加を義務付ける第2フェーズに入りました。対象となる300–400社の企業には、二酸化炭素（CO₂）の排出量算定と目標設定、および初回の「移行計画」の提出が9月30日までに求められています。GX-ETSが本格運用されれば、企業のカーボンニュートラルと国の温室効果ガス（GHG）排出削減目標の達成を支える、日本の主要な政策手段の一つになると見込まれます（詳細は、2026年3月公表レポート「<a href="https://climateintegrate.org/archives/10936" target="_blank" rel="noreferrer noopener">GX-ETS（日本版排出量取引制度）とは？</a>」を参照）。&nbsp;</p>



<p class="wp-block-paragraph">GX-ETS第2フェーズでは、毎年、政府から対象企業に排出枠が割り当てられます。EU-ETSなど諸外国の排出量取引制度では、排出枠の一部が有償で割り当てられ、企業に支払い義務がある場合もあります。一方、GX-ETS第2フェーズでは、排出枠は無償で割り当てられます。割当量は、対象企業のCO₂排出削減の規模とペースを決定づけるため、排出枠の割当てはGX-ETSの信頼性と実効性の鍵を握ります。&nbsp;</p>



<p class="wp-block-paragraph">本インサイトでは、国内におけるCO₂排出量が最も多い発電部門と鉄鋼部門を対象に、公開情報*を用いてベンチマーク方式に基づく排出枠の割当量の推計を試み、その限界を示すとともに、透明性向上の必要性を明らかにします。&nbsp;</p>



<p class="wp-block-paragraph" style="font-size:15px">*公開情報とは、主に統合報告書、サステナビリティレポート、公表されている企業データなどの企業開示情報、および政府統計や電力統計を指します。&nbsp;</p>



<h2 class="wp-block-heading">2. ベンチマーク方式に基づく割当てに必要な情報</h2>



<p class="wp-block-paragraph">ベンチマーク方式に基づく企業の排出枠の割当量は、以下の項目をもとに算定されます。</p>

<li>活動量&nbsp;</li>



<li>ベンチマーク水準または排出原単位水準&nbsp;</li>

<p class="wp-block-paragraph">それぞれに該当するデータは、業種や工程によって異なります。発電部門に必要な活動データは、燃料種別の火力発電電力量です。一方、鉄鋼部門では、銑鉄生産量、粗鋼生産量や燃料使用量など、必要なデータが工程別に定められています。</p>



<p class="wp-block-paragraph">発電部門と鉄鋼部門における排出枠割当量の算定方法は表1の通りです。</p>

<p class="wp-block-paragraph">発電部門におけるベンチマーク方式の割当量の算定では、燃料種別の火力発電電力量が活動量として用いられます。&nbsp;</p>



<p class="wp-block-paragraph">日本最大の火力発電会社であるJERAの場合は、国内の燃料種別発電電力量と国内排出量が開示されており、割当量を算定する上で必要な情報を概算することができます。ただし、開示されている国内発電データが排出枠の割当て対象となる火力発電と一致しているかは、公開情報からは明らかではありません。また、燃料種別の排出量も入手できません。&nbsp;</p>



<p class="wp-block-paragraph">国内第2位の火力発電会社であるJ-POWERの場合は、非化石電源を含む国内発電電力量が集計値として公開されていますが、ベンチマークには対応していません。そのため、対象となる石炭火力発電電力量を抽出するには、公表されている発電統計と照合した上で、推計する必要があります。また、国内排出量が開示されていますが、ベンチマークに対応する排出量は入手できません。&nbsp;</p>



<p class="wp-block-paragraph">2つのケースから、発電部門では有用な情報が公開されている一方で、排出枠の割当量の算定に用いられる正確な活動範囲や燃料種別の排出量など、ベンチマークに対応する一部の詳細情報が不足しています。（表2）&nbsp;</p>



<h2 class="wp-block-heading">4. 鉄鋼部門のケース：日本製鉄・JFEスチール<strong>&nbsp;</strong></h2>



<p class="wp-block-paragraph">鉄鋼部門におけるベンチマーク方式の割当量の算定には、工程別のデータが必要となります。高炉による製鉄の上工程では銑鉄生産量、下工程では副生燃料を除く燃料使用量が用いられます。また、電炉による製鋼の上工程では粗鋼生産量と直接・間接排出量の内訳、下工程では燃料使用量が求められます。鉄鋼部門全体において、算定に用いられるデータは、各ベンチマークの対象活動に対応している必要があります。 </p>



<p class="wp-block-paragraph">日本製鉄は、生産量や排出量に関する有用な情報を一部提供していますが、必要な形式に近いデータは高炉上工程の銑鉄生産量の1項目のみです。ただし、この銑鉄生産量の対象範囲がベンチマークの対象活動と一致しているかは明らかではありません。下工程の副生燃料を除く燃料使用量や、各鉄鋼ベンチマークに対応する排出量など、その他の必要なデータは、ベンチマークに必要な形では開示されていません。&nbsp;</p>



<p class="wp-block-paragraph">JFEスチールは、ベンチマークの一部について概算できる粗鋼データやエネルギー関連データを公表していますが、高炉上工程の銑鉄生産量は明らかではありません。そのため、粗鋼生産量から単位当たりの銑鉄投入量を仮定して、銑鉄生産量を推計する必要があります。高炉下工程については、開示されているエネルギーデータからエネルギー使用量の大まかな規模は把握できますが、下工程の副生燃料を除く燃料使用量は明らかではありません。電炉についても、必要な活動量と排出量はベンチマークに対応する形では開示されていません。 </p>



<p class="wp-block-paragraph">これらのことから、鉄鋼部門では、企業の公開情報を用いて割当量の部分的な概算はできるものの、企業全体の生産量、エネルギーデータ、排出量が、ベンチマークと必ずしも整合していないことが分かります。また、算定に必要な下工程の副生燃料を除く燃料使用量や、各鉄鋼ベンチマークに対応する排出量などは入手が難しい状況です。JFEスチールについては、高炉上工程ベンチマークに必要な銑鉄生産量も公開されていません。（表2）&nbsp;</p>



<h2 class="wp-block-heading">5. 情報開示の重要性</h2>



<p class="wp-block-paragraph">表2は、発電部門と鉄鋼部門のケースから、ベンチマーク方式の割当量の算定に必要な情報の公開状況と不足している情報を示しています。</p>

<p class="wp-block-paragraph">以上の通り、本インサイトの対象とした企業については、現在の公開情報からベンチマークに基づく割当量を算定することができません。そのため、追加的な開示がなければ、割当ての根拠を確認し、CO₂排出削減に十分なインセンティブをもたらす水準であるかを第三者が把握し評価することは困難です。表3に、割当ての算定・評価のために公開が求められる情報をまとめています。&nbsp;</p>

<p class="wp-block-paragraph">なお、GX推進法（脱炭素成長型経済構造への円滑な移行の推進に関する法律）および主務省令に基づく規定では、対象企業の「移行計画」の一部が公表されることとされています（<a href="https://laws.e-gov.go.jp/law/505AC0000000032" target="_blank" rel="noreferrer noopener">GX推進法</a>第73条第2項,&nbsp;<a href="https://laws.e-gov.go.jp/law/508M60001FCA001" target="_blank" rel="noreferrer noopener">主務省令</a>第4条）。一方、割当量については、政府から対象企業に通知されますが、一般に公表する旨の規定は設けられていません（同法第34条第1項）。&nbsp;</p>



<h2 class="wp-block-heading"><strong>おわりに：透明性を確保し、信頼性を高める</strong></h2>



<p class="wp-block-paragraph">ベンチマークに基づく排出枠の割当ては、GX-ETSを効果的な制度として運用する上での重要な要素です。本インサイトで検証した発電部門と鉄鋼部門のケースは、現在の公開情報が有用なデータの一部となる一方で、ベンチマークに対応するデータは大きく不足していることを示しています。&nbsp;</p>



<p class="wp-block-paragraph">ベンチマークに基づく割当てが、CO₂排出削減を促す仕組みとして機能しているかを検証するには、割当量や検証済み排出量、ベンチマークに対応する各種データの公表が欠かせません。企業が提出する移行計画および政府が決定し通知する排出枠の割当量において、その算定方法が根拠とともに公開されることにより、排出枠の割当て水準や企業の排出実績との関係について第三者が評価することが可能になります。&nbsp;</p>



<p class="wp-block-paragraph">GX-ETSが本格運用に入るにあたり、政策立案者や監督主体、さらには投資家や市民団体などのステークホルダーが、割当量や検証済み排出量を分析し、制度の履行状況を追跡できることは重要です。高い透明性を確保することは、GX-ETSが、企業のCO₂排出削減インセンティブを高める信頼性のある政策手段として機能することに寄与し、日本のNDC（GHG排出削減目標）達成における重要施策として位置付けられることにも貢献します。&nbsp;</p>

<h2 class="wp-block-heading">1. Introduction: Allocation of emissions allowances is central to the GX-ETS</h2>



<p class="wp-block-paragraph">Following its initial voluntary phase, Japan’s emissions trading system, the GX-ETS, entered its second, mandatory phase in April 2026. It covers around 300–400 companies and covered companies are obliged to calculate CO<sub>2</sub> emissions, set targets, and submit a first “Transition Plan” by 30 September. When fully operationalized, it is expected to become one of Japan’s major policy tools for supporting corporate carbon neutrality and progress toward national climate targets. (See Climate Integrate’s <a href="https://climateintegrate.org/archives/10945" target="_blank" rel="noreferrer noopener">What’s GX-ETS?</a> report, released in March 2026, for more details.) </p>



<p class="wp-block-paragraph">A key feature of the second phase of the GX-ETS is the allocation of emissions allowances, which covered companies receive from the government every year. In some other emissions trading systems, such as the EU ETS, companies must pay for at least part of their allowances. Under the second phase of the GX-ETS, however, companies receive them for free. The allocation amount determines the scale and pace of emission reductions expected from covered companies. Therefore, allocation is central to the credibility and effectiveness of the GX-ETS. </p>



<p class="wp-block-paragraph">This analysis examines benchmark-based allocation in the power and steel sectors, two of Japan&#8217;s largest-emitting sectors, to test how far allocation amounts can be approximated from publicly available information*. The cases identify the limits of assessments based on public data and point to the need to enhance transparency.  </p>



<p class="wp-block-paragraph" style="font-size:15px">* Publicly available information refers mainly to company disclosures such as integrated reports, sustainability reports and published company data, supplemented where relevant by government or electricity statistics. </p>



<h2 class="wp-block-heading">2. What is needed to assess benchmark-based allocation</h2>



<p class="wp-block-paragraph">Benchmark-based allocation depends on four main elements: (1) the applicable benchmark indicator and covered activity, (2) activity data, (3) the benchmark level or emissions intensity standard applied, and (4) emissions data corresponding to the same activity scope. Together, these elements determine the amount of allowances companies receive. </p>



<p class="wp-block-paragraph">Data requirements differ by sector and process. In the power sector, the relevant activity data are thermal power generation by fuel type. In the steel sector, process-specific data　are required, such as pig iron production, crude steel production, and fuel consumption. </p>



<p class="wp-block-paragraph">The methods for calculating allowance allocations in the power and steel sectors are shown in Table 1.</p>

<p class="wp-block-paragraph">The following sections apply these indicators to selected power and steel companies to test how far allocation amounts can be calculated from publicly available information. </p>



<h2 class="wp-block-heading">3. Power sector cases: JERA and J-POWER</h2>



<p class="wp-block-paragraph">For the power sector, the benchmark calculation uses thermal power generation by fuel type as the activity metric.  </p>



<p class="wp-block-paragraph">In the case of JERA, the largest thermal power company in Japan, domestic power generation by fuel and domestic emissions are disclosed. This makes it possible to approximate the information needed to assess benchmark-based allocation. However, the publicly available data do not specify whether the disclosed domestic generation data match the thermal power generation covered by GX-ETS allocation, and fuel-specific emissions are not available. </p>



<p class="wp-block-paragraph">For J-POWER, the second largest thermal power company, the link to the benchmark is less direct. J-POWER’s public disclosure provides aggregated domestic power generation data that includes non-fossil power generation. To isolate the coal-fired generation relevant to the benchmark, these data need to be checked against public electricity generation data and approximated. J-POWER discloses domestic emissions, but corresponding emissions data for GX-ETS allocation are not publicly available. </p>



<p class="wp-block-paragraph">This shows that useful information is publicly available in the power sector, but some benchmark-relevant details remain missing, including the exact activity scope used for GX-ETS allocation and fuel-specific emissions.  </p>



<h2 class="wp-block-heading">4. Steel sector cases: Nippon Steel and JFE Steel</h2>



<p class="wp-block-paragraph">For the steel sector, benchmarks require process-specific data. For blast furnace steelmaking, these include pig iron production for upstream processes and fuel consumption excluding by-product fuels for downstream processes. For electric arc furnace (EAF) steelmaking, they include crude steel production and the split between direct and indirect emissions for upstream processes, as well as fuel consumption for downstream processes. Across these benchmarks, the data need to correspond to the activity covered by each GX-ETS benchmark. </p>



<p class="wp-block-paragraph">For Nippon Steel, the company provides some useful production and emissions information, but only one data point appears close to the required form: pig iron production for blast furnace upstream processes. Even there, it remains unclear whether the coverage matches the activity covered by the GX-ETS benchmark. Other required data, including downstream fuel consumption excluding by-product fuels and emissions data corresponding to each steel benchmark, are not publicly available in the form needed for the steel benchmarks. </p>



<p class="wp-block-paragraph">JFE Steel provides crude steel data and energy-related data that can support rough estimates for some benchmarks. For the blast furnace upstream benchmark, pig iron production is not disclosed directly. This would need to be approximated from crude steel production using assumptions about pig iron input per unit of crude steel output. For the blast furnace downstream benchmark, disclosed energy data may indicate the broad scale of energy use, but they do not isolate fuel consumption excluding by-product fuels for the downstream process. For EAF benchmarks, the required activity and emissions data are also not publicly available in benchmark-relevant form.  </p>



<p class="wp-block-paragraph">This shows that company disclosure can support rough estimates in the steel sector, but company-wide production, energy, and emissions data do not map cleanly onto the benchmark indicators and activity scope used for allocation. Benchmark-relevant data remain unavailable, including downstream fuel consumption excluding by-product fuels, emissions data corresponding to each steel benchmark. For JFE, pig iron production needed for the blast furnace upstream benchmark is also not directly disclosed. </p>



<h2 class="wp-block-heading">5. <strong>Disclosure matters</strong></h2>



<p class="wp-block-paragraph">Table 2 summarizes the findings from the power and steel cases and shows which data needed for benchmark-based allocation are publicly available and which remain missing. </p>

<p class="wp-block-paragraph">The current level of data availability makes it difficult not only to calculate companies’ benchmark-based allocation, but also to assess the stringency of that allocation. Without further disclosure, external observers cannot determine whether the allocation provides incentives for emission reductions. The key information needed to support such assessment are summarized in Table 3. </p>

<p class="wp-block-paragraph">Under the current legal framework*, parts of companies’ transition plans are to be published. By contrast, although allocation amounts will be notified to individual covered companies, there is no provision for their general publication. </p>

<h2 class="wp-block-heading">Conclusion: Enhancing transparency for GX-ETS credibility</h2>



<p class="wp-block-paragraph">Benchmark-based allocation will be central to how effectively the GX-ETS operates in practice. The power and steel cases show that current publicly available information can provide useful reference points but does not contain data in a form that consistently corresponds to the way GX-ETS benchmarks are applied. </p>



<p class="wp-block-paragraph">Disclosure of allocation amounts and verified emissions, as well as benchmark-relevant data used for the allocation, will be essential for examining how benchmark-based allocation works to drive emission reduction.  </p>



<p class="wp-block-paragraph">Public access to relevant information from companies’ transition plans, allocation amounts notified to each company, and the methods and underlying data used to calculate those amounts would allow external observers to assess how allocation is applied and how it relates to companies’ emissions performance. </p>



<p class="wp-block-paragraph">As the GX-ETS enters full operation, policymakers and oversight actors, as well as investors, civil society organizations, and other stakeholders, will need to be able to track compliance and examine allocation amounts alongside verified emissions. Greater transparency can strengthen the credibility of GX-ETS as a policy tool that incentivizes corporate emission reductions and contributes to achieving Japan’s NDC. </p>

<p class="wp-block-paragraph">2025年6月にケニアのナイロビで開催された<a href="https://conferences.ted.com/countdown2025" target="_blank" rel="noreferrer noopener">TED Countdown Summit 2025</a>では、世界中から招待された約40人の科学者、政策決定者、ビジネスリーダーやノーベル賞受賞者らがスピーチを披露しました。3日目に登壇した平田は約10分間、長く取り組んできた気候変動に対する歩みを踏まえ、Climate Integrateにおいて取り組み始めた新たなアプローチについて話しました。&nbsp;</p>

<p class="wp-block-paragraph"><strong>【平田仁子スピーチの要旨】&nbsp;</strong><br>約30年にわたり、気候変動問題に取り組んできた。その日々は山あり谷ありであったが、2011年の福島第一原子力発電所事故の後の石炭火力発電所に対する取り組みや、2020年の銀行への株主提案などを通じて成し遂げられたこともある。これらの経験から、不可能に思えることでも決して不可能ではないことを学んだ。&nbsp;</p>



<p class="wp-block-paragraph">ただ、気候変動のためにやらねばならないことは大きい。日本は、依然として化石燃料に大きく依存しており、本当の挑戦はこれからだ。化石燃料に頼らない経済への転換を実現するには、「No」と言うだけでなく、政府や企業の異なる視点を持つ人々とも腰を据えて対話し、 人々の中に前向きな「Yes」を育んでいく必要がある。&nbsp;</p>



<p class="wp-block-paragraph">私のビジョンは、日本で再生可能エネルギーを促進し、 脱炭素を確実に実現し、アジア全域にその影響を広げること。 Climate Integrateで、ファクトを示し、ファクトを届け、地域でも取り組みを進めていく。素晴らしいチームと同じ思いの人々のネットワークが支えにあるから前に進める。皆さんも自分なりの道を見つけられる。私たちは共に、NoからYesへ、世界を変えていくことができる。&nbsp;</p>

<p class="wp-block-paragraph"><strong>[Summary of Kimiko&#8217;s speech]&nbsp;</strong><br><em>I have been working&nbsp;to address&nbsp;climate change for 30 years.&nbsp;There have been&nbsp;ups and downs, but some of the achievements I have made together with&nbsp;my partners&nbsp;came through efforts targeting coal-fired power plants after the Fukushima Daiichi nuclear disaster in 2011, as well as&nbsp;through shareholder proposals to banks in 2020. From these experiences, I have learned that what seemed impossible was not necessarily impossible.</em>&nbsp;</p>



<p class="wp-block-paragraph"><em>But there are still major obstacles to&nbsp;addressing</em><em>&nbsp;</em><em>climate change. Japan is still heavily reliant on fossil fuels, and the&nbsp;real challenges&nbsp;are yet to come. To transition the entire economy away from fossil fuels, it is not enough to just say “no.</em><em>”</em><em>&nbsp;We need to engage in dialogue with people who have differing perspectives, including governments and companies, and to commit to a strong “yes.</em><em>”</em>&nbsp;</p>



<p class="wp-block-paragraph"><em>My&nbsp;vision</em><em>&nbsp;</em><em>is to help Japan promote renewable energy</em><em>,&nbsp;</em><em>achieve decarbonization, and extend that impact across Asia. Climate&nbsp;Integrate’s&nbsp;approach is to show the facts, convey the facts, and promote local initiatives.&nbsp;I</em><em>&nbsp;</em><em>have&nbsp;a great team&nbsp;and a network of like-minded people to&nbsp;support</em><em>&nbsp;</em><em>me</em><em>&nbsp;</em><em>and move forward. You too can find a path&nbsp;that’s&nbsp;right for you. Together, we can change the world from “no to yes.</em><em>”</em>&nbsp;</p>

<p class="wp-block-paragraph">The TED Countdown Summit,&nbsp;first held in 2021,&nbsp;had its&nbsp;third edition in June 2025 in Nairobi, Kenya. The summits feature scientists, policymakers, business leaders, Nobel&nbsp;laureates&nbsp;and young entrepreneurs as invited speakers from around the world and include a variety of sessions. Speakers at&nbsp;<a href="https://conferences.ted.com/countdown2025" target="_blank" rel="noreferrer noopener">the third summit</a>&nbsp;included former U.S. Vice President and Nobel Peace Prize laureate Al Gore and MIT professor and Nobel laureate in economics Esther Duflo. Kimiko&nbsp;was the first speaker from Japan to address these summits.&nbsp;</p>

<p class="wp-block-paragraph"><a href="https://conferences.ted.com/countdown2025" target="_blank" rel="noreferrer noopener">TED Countdown Summit</a>は第1回が2021年に実施され、第3回は、2025年6月にケニアのナイロビで開催されました。これまでに世界中から、科学者、政策決定者、ビジネスリーダー、ノーベル賞受賞者や若手起業家らがスピーカーとして招待され、数日間にわたって多様なセッションが展開されています。第3回には、アル・ゴア氏（元アメリカ副大統領・ノーベル平和賞受賞）やエスター・デュフロ氏（マサチューセッツ工科大学・ノーベル経済学賞受賞）らが参加しました。過去3回において日本人の登壇は平田が初となります。&nbsp;</p>



<p class="wp-block-paragraph">平田は、TEDのステージで約10分間、長く取り組んできた気候変動に対する歩みを踏まえ、Climate&nbsp;Integrateにおいて取り組み始めた新たなアプローチについて話しています。</p>

<p class="wp-block-paragraph"><strong>【スピーチの要旨】</strong>&nbsp;<br>約30年にわたり、気候変動問題に取り組んできた。その日々は山あり谷ありであったが、2011年の福島第一原子力発電所事故の後の石炭火力発電所に対する取り組みや、2020年の銀行への株主提案などを通じて成し遂げられたこともある。これらの経験から、不可能に思えることでも決して不可能ではないことを学んだ。&nbsp;</p>



<p class="wp-block-paragraph">ただ、気候変動のためにやらねばならないことは大きい。日本は、依然として化石燃料に大きく依存しており、本当の挑戦はこれからだ。化石燃料に頼らない経済への転換を実現するには、「No」と言うだけでなく、政府や企業の異なる視点を持つ人々とも腰を据えて対話し、 人々の中に前向きな「Yes」を育んでいく必要がある。&nbsp;</p>



<p class="wp-block-paragraph">私のビジョンは、日本で再生可能エネルギーを促進し、 脱炭素を確実に実現し、アジア全域にその影響を広げること。&nbsp;Climate&nbsp;Integrateで、ファクトを示し、ファクトを届け、地域でも取り組みを進めていく。素晴らしいチームと同じ思いの人々のネットワークが支えにあるから前に進める。皆さんも自分なりの道を見つけられる。私たちは共に、NoからYesへ、世界を変えていくことができる。&nbsp;</p>
