GX-ETS Phase 2 (FY2026 –)

Under GX-ETS Phase 2, mandatory participation starts in FY2026. Around 300–400 companies are expected to be covered, representing about 60% of Japan’s GHG emissions. Companies are required to hold allowances equal to their emissions, with free allocation based on benchmarking and grandfathering, and there is no overall emission cap.
