Energy Efficiency and Decarbonization of Homes and Buildings — FY2026 Subsidy Guide

Rising electricity, gas, and other energy costs are placing a heavy burden on households and businesses. At the same time, increasing frequent extreme heat events caused by climate change are threatening our health and well-being.

Improving the performance of homes and buildings and reducing CO2 emissions not only contributes to energy conservation and decarbonization, but also lowers utility costs, improves resilience to extreme heat and disasters, and helps create healthier, more comfortable living environments.

To help reduce upfront costs and financial burden, the national government has established various support programs to help individuals, local governments, and businesses install insulation, energy-saving equipment, solar panels, and make other improvements for homes and buildings.

This Insight piece summarizes national subsidy programs by eligible recipient. We hope this guide helps to support efforts to improve building performance and reduce CO2 emissions, together with local government subsidies, tax incentives, and low-interest financing.
